Katsura Station opened on 1 November 1928 with the New Keihan Railway extension between Takatsuki-machi (today Takatsukishi) and Kyoto-Saiin (today Saiin), and on 9 November of the same year became a junction when the Arashiyama Line opened. Mergers carried the station into Keihan Electric Railway in 1930, into Keihan Shinkyū in 1943, and into Hankyū Railway following the 1973 name change. A 1985 reconstruction replaced the original four-platform-seven-track layout with the present three island platforms and six tracks, allowing express overtaking and freeing the eastern site for the MEW Hankyu Katsura retail building. Station numbering designated it HK-81 on 21 December 2013.

Katsura is the only Hankyu station whose name is written with a single kanji character (桂).
