The elevated JR portion of Yūrakuchō Station opened on 25 June 1910 as a Tōkaidō Main Line stop served only by the suburban electric trains that became the Keihin-Tōhoku Line. An air raid on 27 January 1945 destroyed the central concourse, killing nine staff and eighty-seven passengers. Operations passed from Japanese National Railways to JR East on 1 April 1987. The Tokyo Metro Yūrakuchō Line subway level opened on 30 October 1974 under the Teito Rapid Transit Authority, with cross-line transfers introduced when the connected Hibiya Station opened. Suica acceptance began on 18 November 2001 and platform-edge doors were rolled out between 2014 and 2018.

An underground passage walking transfer is officially permitted between Yūrakuchō and Tokyo Station for Keiyō Line passengers, with a transfer note issued in lieu of a second ticket.
