Tsuruhashi Station first opened on 30 April 1914 as part of Osaka Electric Tramway's Nara Line. It was relocated 300 metres west in 1932 to allow the new Jōtō Line (later Osaka Loop Line) station to open above on 21 September; together they formed a major Kintetsu–JNR interchange. After post-war reorganisations placed the upper station under JR West and the Kintetsu platforms under Kinki Nippon Railway, a comprehensive 1967–1970 rebuild expanded the Kintetsu platforms and increased the JR concourse fivefold to handle 350,000 riders a day. An Osaka Metro Sennichimae Line station opened beneath on 25 July 1969, completing the present three-operator interchange.

The streets and underpasses immediately around the station make up one of Japan's best-known Korean districts: Tsuruhashi and Ikuno are home to a large Zainichi Korean community, with bulgogi restaurants, kimchi vendors, and stalls of Korean wedding dresses crowding the area under the elevated tracks.
