Hisai Station opened on 11 November 1908 as a stop on the Dai Nippon Kido Ise Branch, the earliest railway in the Ise Plain; that operation was transferred to the Chusei Railway in 1920. The Sangu Express Electric Railway's Tsu Line connected to the station on 18 May 1930, and after a 1941 merger with Osaka Electric Tramway formed Kansai Express Railway, its line was renamed the Nagoya Line. The Chusei Railway was abolished on 1 February 1943. Following a 1944 merger with the Nankai Railway, Hisai became a Kintetsu station on 1 June 1944. The station was rebuilt as an elevated structure on 20 November 1997, and on 21 January 2023 staffing was withdrawn around the clock.

The east-side plaza features a bronze of the loyal dog Hachiko with his owner Ueno Hidesaburo, who was born in the former Hommura village now part of Hisai-Motomachi in Tsu.
